- Vulnerability drivers for small pelagics and milkfish aquaculture value chain determined through online participatory approachMacusi, Edison D.; Geronimo, Rollan C.; Santos, Mudjekeewis D. (Elsevier, 2021-11)Climate change impacts on the fisheries can be short-term or long-term, making them highly vulnerable. Fishers' vulnerability encompasses several factors and includes, among others, their sensitivity, exposure to the elements, and their adaptive capacity. The main aim of this study was to help develop a vulnerability assessment tool that can be applied in the various nodes of the fisheries and aquaculture value chains with a long-term view of enhancing the resilience of the fisheries and helping increase the adaptive capacity of the fishing communities. A participatory technique using online workshops was conducted together with various stakeholders (N = 214) who gave insights and suggested indicators that drive climate change impacts and vulnerability. Based on the online workshops conducted, the common hazards/drivers were increasing temperature, typhoons, flooding (sea-level rise), and the recent pandemic, which consequently destroy coral reef ecosystems, affect fisheries yield, increases fish mortality, damage boats, fishing gears, pens, cages, pond dikes, erode beach properties, and devastate houses. In association with these impacts, mobility, travel, processing, and logistic operations are severely reduced. In the human dimension, the fishers and fish farmers are directly affected in terms of income loss, destroyed fishing gears, nutritional deficiencies and health impacts, less fishing operations, early or reduced harvest yield, and low market value of products. In the adaptation options, the infrastructure, social, economic, awareness/knowledge, and relevant governance/policy dimensions are needed to address and help mitigate various climate change impacts.
- Fisheries Administrative Order No. 245: Series of 2012. Regulations and implementing guidelines on group tuna purse seine operations in high seas pocket number 1 as a special management area.(Department of Agriculture, 2012)The Order provides for conservation, management and sustainable producing bigeye, yellowfin, skipjack tuna stocks in the high seas and exclusive economic zones within the framework of International Convention on the Conservation and Management of Highly Migratory Fish Stocks in the Western and Central Pacific Ocean and adapted local resolutions in the Philippines. This Administrative Order covers the registered traditional group seine fishing vessels granted access to the HSP1-SMA which is the area of the high seas bounded by the EEZs of the named Federated States in the Order with exact coordination by Vessel Monitoring System. The Order provides for compliance to the criteria and procedures in the allocation of fishing access listed in Section 3 among others referring to issues of tonnage of vessel, fishing vessel registration, catch documentary compliance, no criminal record identification, letter of intent, preliminary list and allocation. The Order further provides for observer coverage, vessel monitoring system, reporting, vessel listing, monitoring of port landings, catch limit, net mesh size, use of fish aggregating device (FAD), nature of access right and penalties. The Order consists of 17 Articles.
- Fisheries Administrative Order No. 237: Series of 2010. Regulations requiring the installment of Juvenile and Trashfish Excluder Device (JTED) in trawls in Philippine waters.(Department of Agriculture, 2010-10-29)This Administrative Order, consisting of seven sections, establishes the Regulations Requiring the Installment of Juvenile and Trash Fish Excluder Device (JTED) in Trawls in Philippine Waters. This Order shall cover all commercial trawls in Philippine waters and prohibits for any person to operate fishing vessels using trawl nets, including all variations and modification of trawls without V12 or H15 JTEDs in Philippine waters. The construction and installation specifications are indicated in the attached device assembly technical data sheets, and shall be a requirement for the issuance of Commercial Fishing Vessel Gear License (CFVGL). Persons, associations, cooperatives, partnerships or corporations engaged in trawl fishing shall be given a period of three months from the effectivity of this Order to conform and/or comply with. The operator, boat captain or three highest officers of the boat who violates this Order shall upon conviction be punished by a fine equivalent to the value of catch or P10,000.00 Pesos whichever is higher, and imprisonment of six months, confiscation of catch and fishing gears, and automatic revocation of license.

- Evolving governance structures in community-based sandfish mariculture and their interactions with livelihood outcomes: Evidence from the PhilippinesFabinyi, Michael; Gorospe, Jay R; McClean, Nicholas; Juinio–Meñez, Marie Antonette (Frontiers Media SA, 2022-11-02)Sea cucumber mariculture is an important emerging field of practice and applied research in the coastal tropics. This is due to the existing importance of tropical sea cucumber fisheries for wealth generation and poverty reduction, and the potential for mariculture to contribute to the longer term sustainability of these fisheries while generating benefits additional to those from wild caught sea cucumber. Understanding the optimal institutional arrangements for sea cucumber mariculture is an important area of focus in this field, with a variety of arrangements currently in place. This paper documents the establishment of a communal form of sea ranching in the Philippines, as a case study of community level institutional processes. It describes the background to establishment of the sea ranch in the community of Victory, challenges encountered and how these were managed, and the evolution of governance arrangements. In charting this process, we assess the impacts on livelihood outcomes, highlighting this as a crucial aspect influencing this evolution and the nature of community involvement in the sea ranch. While the sea ranching project generated a range of benefits for livelihoods, including possible spillover effects for the surrounding fishery, substantial economic returns from harvests did not occur. Thus, the system of governing the sea ranch evolved from a communal model to a more exclusive household model primarily to improve operational efficiency. In order for possible benefits of the sea ranch to be sustained and enhanced, greater integration with fisheries management and government support will be needed.We are grateful to the Samahan ng Maliliit na Mangingisda ng Barangay Victory, Inc., the local government unit of Barangay Victory and Bolinao for their support to the Sea cucumber Research Program. - Ocean mapping and other marine activities of the National Mapping and Resource Information Authority (NAMRIA)Carandang, Efren P. (Philippine Council for Aquatic and Marine Research and Development, 2002)This paper describes the various marine activities being undertaken by the National Mapping and Resource Information Authority (NAMRIA) pursuant to its mandate as the central surveying, mapping and resource information agency of the government. NAMRIA gathers marine data through periodic hydrographic and oceanographic surveys and remote sensing techniques, and publishes the results in the form of nautical charts, bathymetric maps and other thematic maps. It also creates marine geographic information systems and databases. As steward of the National Oceanographic Data Center (NODC), the agency participates in international oceanographic data exchange programs, and also serves the marine data and information needs of the local marine science community. NAMRIA's data collection capability got a big boost with the acquisition this year of two multi-disciplinary survey vessels with state-of-the-art systems. With these vessels as platforms, NAMRIA will embark on the comprehensive charting of the Exclusive Economic Zone, and collaborate with the different marine science agencies in the conduct of multi-disciplinary oceanographic cruises.

The speaker highlights the integral role of the country's waters in trade, food security, and resource provision. Challenges, including naval limitations and maritime intrusions, are presented, followed by a discussion of defense strategies like selective sea control. The speech concludes with a call for decisive policy actions, diplomatic solutions to territorial conflicts, and improved capabilities to safeguard the nation's maritime interests.
- Size-dependent predation on juvenile sandfish, Holothuria scabra by seagrass-associated crabsCaasi, Olivier Josh C.; Gosselin, Louis A.; Juinio–Meñez, Marie Antonette (Cambridge University Press, 2023-10-23)High mortality of juvenile Holothuria scabra in seagrass nursery areas has been attributed to predation. In this study, laboratory and field experiments were conducted to determine the effect of the size of two seagrass–associated crabs, Thalamita crenata and Dardanus megistos, on the survival of juvenile sandfish at different sizes (1–10 g). Small juvenile sandfish (1–2 g) offered in field trials were more preferred by small Thalamita and large Dardanus. Non-lethal damage caused by both crabs were also evident, indicating differences in the mode of attack and consumption. The incidence of non-lethal wounds in medium and large juveniles in the laboratory indicate higher incidences of unsuccessful attacks by the crabs. Differences in consumption rate may be related to cheliped morphology and handling techniques, and activity patterns affecting encounter rates. Mortality rates of juvenile sandfish due to T. crenata (CW: 4.30–7.05 cm) ranged from 10–43%, while those by D. megistos (SL: 0.90–2.3 cm) was even higher at 34–53% after 24 h trials. This is the first report that a hermit crab D. megistos is a significant predator of juvenile sandfish. Results provide new insights on crab–soft-bodied prey interactions in tropical seagrass areas. These are also important considerations in stock restoration and ocean-based culture. Given that juveniles (≤10 g) are very vulnerable to predation by these common crab species, growing sandfish to larger sizes is essential prior to release in the field.This study was funded by Australian Centre for International Agricultural Research (ACIAR) through the project FIS/2016/ 122 ‘Increasing technical skills supporting community–based sea cucumber production in Vietnam and the Philippines’ and administrative support from the Marine Environment and Resources Foundation (MERF), Inc.
