    Fish catch down 70%

    Fish catch in the West Philippine Sea has gone down by 70 percent since 2020, and further decline is expected amid reports of massive poaching of corals by the Chinese, a militant fishers’ group warned yesterday. Pambansang Lakas ng Kilusang Mamamalakaya ng Pilipinas (Pamalakaya) national chairman Fernando Hicap raised the warning in a radio interview, in the wake of reports of plunder of corals in Rozul Reef, believed perpetrated by the Chinese. Corals are breeding grounds for marine life. Reports from fisherfolk – particularly from Zambales – have indicated 70 percent decline in fish catch “amid the illegal activities of Chinese fishing vessels,” Hicap said.

    BFAR backs WTO ban on fisheries subsidies

    The Bureau of Fisheries and Aquatic Resources (BFAR) said the Philippines must comply with a World Trade Organization (WTO) ban on fishing subsidies, which is designed to deter illegal fishing, even amid pressure from fishing organizations to provide government support for fisherfolk. Demosthenes R. Escoto, BFAR officer-in-charge, said that the WTO agreement against subsidies seeks to deter illegal, unreported, and unregulated fishing (IUUF) and to restore overfished populations.

    Fisherfolk want moratorium on boat, fish registration

    The militant fisherfolk group Pambansang Lakas ng Kilusang Mamamalakaya ng Pilipinas on Monday called for a temporary suspension of some of the provisions on the amended Fisheries Code of 1998 or Republic Act 10654, particularly the Boat Registration (BoatR) and Fisherfolk Registration (FishR), one of the new highlights in the amended Fisheries Code. Pamalakaya said this was another burden for the small fisherfolk who barely earn enough to sustain their families’ daily expenses. The BoatR, according to the Bureau of Fisheries and Aquatic Resources, is designed to fast-track and complete the nationwide fishing vessels registration with capacity of three gross tons and below while the FishR aims to register fisherfolk in the country to come up with a national database system.

    Managing protected areas through PPP

    The Department of Environment and Natural Resources (DENR) is ready to accept applications for Special-Use Agreement in Protected Areas (Sapa) after Environment Secretary Roy A. Cimatu recently announced the lifting of the moratorium that stopped the awarding of tenurial instruments in protected areas. The scheme was suspended in 2011 by then-Environment Secretary Ramon J. P. Paje, according to DENR officials, because it failed to generate revenue and improve protected area management. A protected area, under Republic Act 7586, or the National Integrated Protected Areas System (Nipas) Act, is defined as “identified portions of land and water set aside by reason of their unique physical and biological significance, managed to enhance biological diversity and protected against destructive human exploitation.”

    Fishers group urges boycott of imported galunggong

    A group of fishermen yesterday vowed to campaign for a nationwide boycott of imported galunggong (round scad), insisting that while the imports are expected to cost less than local harvest, they are a health hazard. “We urge local vendors, consumers and fishers not to patronize the imported products as they are health hazards and are surely of poor quality. Instead, we will promote locally caught marine and aquatic products, which are not only good in quality but will also help boost the local fishing industry,” said Pambansang Lakas ng Kilusang Mamamalakaya ng Pilipinas (Pamalakaya). The group contradicted the claims of the Bureau of Fisheries and Aquatic Resources that galunggong to be imported are “low in formaldehyde.”
