  • Fisheries Administrative Order No. 245: Series of 2012. Regulations and implementing guidelines on group tuna purse seine operations in high seas pocket number 1 as a special management area.

    The Order provides for conservation, management and sustainable producing bigeye, yellowfin, skipjack tuna stocks in the high seas and exclusive economic zones within the framework of International Convention on the Conservation and Management of Highly Migratory Fish Stocks in the Western and Central Pacific Ocean and adapted local resolutions in the Philippines. This Administrative Order covers the registered traditional group seine fishing vessels granted access to the HSP1-SMA which is the area of ​​the high seas bounded by the EEZs of the named Federated States in the Order with exact coordination by Vessel Monitoring System. The Order provides for compliance to the criteria and procedures in the allocation of fishing access listed in Section 3 among others referring to issues of tonnage of vessel, fishing vessel registration, catch documentary compliance, no criminal record identification, letter of intent, preliminary list and allocation. The Order further provides for observer coverage, vessel monitoring system, reporting, vessel listing, monitoring of port landings, catch limit, net mesh size, use of fish aggregating device (FAD), nature of access right and penalties. The Order consists of 17 Articles.
  • Development of autonomous multi-sensor ocean monitoring instrument designed for complex archipelagic waters

    This paper presents the development of low-cost multi-sensor ocean monitoring instrument to measure oceanographic parameters. The aim of this instrument is to fulfil the monitoring specifically for archipelagic countries with complex waters, and it allows for both vertical and horizontal measurements. The platform contains removable sensors, rechargeable batteries, satellite system, and micro-controller. Inside the instrument, the probes are primarily to measure acidity level (pH), water temperature (°C), salinity (ppt), conductivity (ms/cm), turbidity (NTU), and depth (m). Furthermore, data are stored in an internal SD card and simultaneously transmitted to a website portal data via satellite after it goes to the surface water. For validation, several tests had been conducted in controlled laboratory conditions and field setting, in which the test results had shown satisfactory results. In the future, the system will be upgraded by adding extra units of antenna, chlorophyll sensors, and a power changer made from thrusters. Currently, this instrument is operational and available for use in archipelagic countries with dynamics depth.

    The Bureau of Fisheries and Aquatic Resources (BFAR) should have more big vessels for patrolling Philippine waters, food advocacy group Tugon Kabuhayan said. Tugon Kabuhayan convener Asis G. Perez, a former BFAR national director, said in a virtual briefing on Monday that the agency currently has two specialized ships used in patrolling the country’s waters and for humanitarian missions.
  • BFAR tightens fish import monitoring

    The Bureau of Fisheries and Aquatic Resources (BFAR) will tighten its monitoring of the arrival and unloading of imported round scad (galunggong). BFAR director and Agriculture Undersecretary Eduardo Gongona said the importation and unloading activities would adhere to a stringent set of guidelines. “The general consuming public is assured that the imported galunggong will be unloaded only in BFAR accredited cold storage facilities and will undergo thorough inspection to ensure that the fish commodity that will enter Philippine markets are safe and free of harmful substances,” he said.
  • Can modern technology combat illegal fishing?

    Modern technology could be an effective measure to regulate illegal fishing at the Visayan Sea. The strategy includes the establishment of 120 radar stations all over the country by the Bureau of Fisheries and Aquatic Resources (BFAR) for efficient and effective monitoring of fishing activities. Rojas said the mayors also expressed support in the declaration of the 10,000 square kilometer portion of the Visayan Sea as a “fishery management area.”
  • BFAR completes 15 fish landing centers in WV

    The Bureau of Fisheries and Aquatic Resources (BFAR-6) completed 15 community fish landing centers (CLFC) in Western Visayas to boost marketing of fish catch in the region. Joel Abalayan of BFAR-6 Planning, Monitoring and Evaluation Office said the establishment of CLFC is a targeted intervention to spur inclusive growth in the coastal areas with high poverty incidence and large population of registered fisherfolk. “The CFLCs will serve as hubs for economic activities, as community center for fish trade and venue for skills training,” Abalayan said.
