- Amid WPS tension, Zambales fishers receive 'Payao' donationAglibot, Joanna Rose (Philippine Daily Inquirer, Inc., 2024-10-02)Some fishermen here were dismayed after President Ferdinand Marcos Jr., during his third State of the Nation Address (Sona), failed to mention his plans for fishermen whose lives were affected by the presence of the Chinese Coast Guard in the West Philippine Sea (WPS). In a telephone interview on Monday, Leonardo Cuaresma, president of the New Masinloc Fishermen Association, acknowledged the President’s efforts to pay tribute to Filipino fishermen and soldiers guarding the WPS.
- Evolving governance structures in community-based sandfish mariculture and their interactions with livelihood outcomes: Evidence from the PhilippinesFabinyi, Michael; Gorospe, Jay R; McClean, Nicholas; Juinio–Meñez, Marie Antonette (Frontiers Media SA, 2022-11-02)Sea cucumber mariculture is an important emerging field of practice and applied research in the coastal tropics. This is due to the existing importance of tropical sea cucumber fisheries for wealth generation and poverty reduction, and the potential for mariculture to contribute to the longer term sustainability of these fisheries while generating benefits additional to those from wild caught sea cucumber. Understanding the optimal institutional arrangements for sea cucumber mariculture is an important area of focus in this field, with a variety of arrangements currently in place. This paper documents the establishment of a communal form of sea ranching in the Philippines, as a case study of community level institutional processes. It describes the background to establishment of the sea ranch in the community of Victory, challenges encountered and how these were managed, and the evolution of governance arrangements. In charting this process, we assess the impacts on livelihood outcomes, highlighting this as a crucial aspect influencing this evolution and the nature of community involvement in the sea ranch. While the sea ranching project generated a range of benefits for livelihoods, including possible spillover effects for the surrounding fishery, substantial economic returns from harvests did not occur. Thus, the system of governing the sea ranch evolved from a communal model to a more exclusive household model primarily to improve operational efficiency. In order for possible benefits of the sea ranch to be sustained and enhanced, greater integration with fisheries management and government support will be needed.We are grateful to the Samahan ng Maliliit na Mangingisda ng Barangay Victory, Inc., the local government unit of Barangay Victory and Bolinao for their support to the Sea cucumber Research Program. - Iloilo prov'l gov't aims to replicate Ajuy marine practicesCavañas, Mary Joy (Panay News, Inc., 2023-09-29)The provincial government is considering replicating the municipality of Ajuy’s best practices in marine conservation and coastal protection throughout the rest of Iloilo. The town recently placed first runner-up in the Malinis at Masaganang Karagatan (MMK) Awards organized by the Department of Agriculture – Bureau of Fisheries and Aquatic Resources. As a result, it secured fisheries livelihood projects worth P18 million. “We aim to encourage and inspire other municipalities to participate in the upcoming MMK awards. I am confident that our fellow communities are already engaged in initiatives to protect our seas and coasts,” said Gov. Arthur Defensor Jr.
- Help fishermen find alternative livelihood amid declining fish catchEnderez, Edmundo (Philippine Daily Inquirer, Inc., 2024-02-14)The Department of Agriculture (DA) through the Bureau of Fisheries and Aquatic Resources (BFAR) had imposed as early as 2011 a three-month closed season or fishing ban during the period November or December to February or March in critical areas, particularly spawning grounds. The news “Galunggong price drop expected this month – BFAR” (Inquirer.net, 2/5/24) is a welcome relief for those who have less in life. The fish price drop is in anticipation of the start of open fishing season. Historically, the combined marine fish catch during the second and third quarters is 12 percent higher than that of the first and fourth quarters. Hopefully, said price drop will continue until September.
- WPS fishers to get P80-M assistanceVillamente, Jing (Concept & Information Group, Inc., 2023-06-21)The Bureau of Fisheries and Aquatic Resources will provide P80 million in livelihood assistance to Filipinos fishing in the West Philippine Sea. The amount will be spent on fishing equipment such as bancas, payao, lambaklad, fishing gears or paraphernalia, seaweeds propagation gears and post-harvest equipment, BFAR head of Information and Fisherfolk Coordination Unit and spokesperson Nazario Briguera said at the weekly Laging Handa press briefing in Malacañang on Tuesday. Fuel subsidy for municipal and commercial fishing boats will also be provided.
- Bataan fishermen receive livelihood aid from BFARDe Leon, Jovi (Sun • Star Publishing, 2024-03-15)Members of the 1Bataan Pawikan Conservation Alliance Network (1PawiCAN) recently received livelihood assistance from the Bureau of Fisheries and Aquatic Resources (BFAR) in Central Luzon. The 1PawiCAN fisherfolk were awarded a total of 222 gill nets and 50 multifilament polyethylene nets for sustainable fishing.
- SMPC distributes seaweed propagules to Caluya farmers(Panay News, Inc., 2023-10-02)Integrated energy company Semirara Mining and Power Corporation (SMPC), in its continued effort to expand its livelihood programs outside of its host island, has partnered with Department of Energy (DOE), local government of Caluya, and Bureau of Fisheries and Aquatic Resources (BFAR), in distributing 16,000 kilos of seaweed propagules to seaweed farmers of barangays Sibato and Sibolo in the municipality of Caluya, Antique. With a total project cost of about P450,000, each of the 80 farmers from the two barangays received 100 kilos of seaweed propagules.
- DA-BFAR retains fishingban in Oriental MindoroSausa, Radee (Concept & Information Group, Inc., 2023-04-13)The Bureau of Fisheries and Aquatic Resources (BFAR) has recommended keeping the fishing ban in oil spill-hit municipalities in Oriental Mindoro. The Department of Agriculture (DA-BFAR) has been monitoring the situation in fishing areas affected by the recent oil spill. Fish samples collected and analyzed from select sites in Oriental Mindoro on March 10 showed low-level contaminants or polycyclic aromatic hydrocarbons (PAH).
- PCG removes floating barrier in Bajo de MasinlocSadongdong, Martin (Manila Bulletin Publishing Corporation, 2023-09-27)The Philippine Coast Guard (PCG), on orders of President Mrcos, removed the floating barrier installed by China in Bajo de Masinloc, also known as Scarborough or Panatag Shoal, near Zambales. National Task Force for West Philippine Sea (NTF-WPS) Chairman and National Security Adviser Eduardo Año instructed the PCG to execute a "special operation" to remove the floating barrier which obstructed the southeast entrance of Bajo de Masinloc and prevented Filipino fishermen from entering the shoal.
- Nat'l mariculture program pushed in houseAurelio, Julie (Philippine Daily Inquirer, Inc., 2022-10-13)A lawmaker is pushing for a national mariculture program to expand the farming of aquatic plants and animals through sea cages, long lines and other structures in marine and coastal areas. House Bill No. 5531, or the “National Mariculture Program,” aims to promote mariculture as a major source of livelihood for fishermen and to help ensure food security for the country.
