- Fisheries Administrative Order No. 270: Series of 2023. Rules and regulations on the operations of the Philippine flagged fishing vessels operating in distant waters (beyond national jurisdiction).(Department of Agriculture, 2023-01-27)This Administrative Order provides for the conditions on the registry of the fishing vessels further to Republic Act No. 8550 and the requirements for the implementation of flag state responsibilities to not engaging vessels in IUU fishing. The Order requires update of fishing vessel listing that are operating in the High Seas area by BFAR and compliance with the vessel marking and specification requirements of the RFMO. This Order applies to all Philippine- flagged fishing vessels engaged in distant water fishing regardless of type. The text consists of 27 Articles divided into 5 Chapters as follow: General Provisions (I); Measures for High Seas (II); Measures for Vessels Operating in Waters of Other Coastal States (III); Prohibited Acts and Penalties (IV); Miscellaneous Provisions (V). The text has one Appendix on list of acronyms.
- Palace: No Du30-Xi fishing pact; Sino 'swarm' remainsSalaverria, Leila B.; Ramos, Marlon; Cabalza, Dexter (Philippine Daily Inquirer, Inc., 2021-04-24)Malacañang on Friday denied that there was a “verbal fishing agreement” between President Duterte and Chinese President Xi Jinping just days after Manila filed two more diplomatic protests against the continued presence of Chinese vessels in the West Philippine Sea. The denial also comes after former Supreme Court Senior Associate Justice Antonio Carpio pointed to a statement by Duterte himself that he had a “verbal agreement” with Xi in 2016 to allow the Chinese to fish in Philippine waters. “There is no truth to the speculation of a purported ‘verbal fishing agreement’ between President Rodrigo Roa Duterte and President Xi Jin Ping, nor that Chinese vessels were encouraged to stay in West Philippine Sea despite the diplomatic protests and strongly worded statements of Philippine government officials,” presidential spokesperson Harry Roque said in a statement.
- PHL won't accept WTO fisheries deal without an 'IUUF' provisionArcalas, Jasper Emmanuel Y. (Philippine Business Daily Mirror Publishing, Inc., 2020-12-27)Manila maintains its stance to refuse supporting any fisheries subsidies deal at the World Trade Organization (WTO) that excludes a provision on “illegal, unreported and unregulated fishing, or IUUF, infringements” in disputed waters. The Philippines had earlier proposed a new mechanism that would allow WTO member-countries to determine IUUF infringements in waters being claimed by two or more nations. But several countries, including China, which claims jurisdiction over the West Philippine Sea, opposed the proposal. Beijing argues that IUUF determination in disputed waters is not within the purview of the WTO.
- SC: No violation of mandamus in dolomite dumping on baySan Juan, Joel R. (Philippine Business Daily Mirror Publishing, Inc., 2020-11-20)The Supreme Court has junked the petition of the Akbayan Citizens’ Action Party seeking to intervene in the Manila Bay case, with a plea to cite the Department of Environment and Natural Resources (DENR) in contempt for dumping dolomite sand—said to be hazardous to health and the environment —on Manila Bay. In an En Banc resolution promulgated on November 17, 2020, the Court held that the case has been rendered final and executory and that its jurisdiction is limited only to the full implementation of the decision. Despite the dolomite sand controversy, the Court insisted that it has not found any violation of the continuing mandamus it issued more than 10 years ago mandating concerned government agencies to rehabilitate the Manila Bay.

The Philippine Coast Guard must enforce laws, promulgate and administer rules and regulations for the promotion and safety of life and property at sea and the protection of the marine environment and resources. It must render aid to persons and vessels in distress and conduct search and rescued in case of marine accident within the maritime jurisdiction of the country. It must enforce and assist in the implementation of laws on fishery, immigration, tariff and customs, forestry, firearms and explosives, dangerous drugs, trafficking of women and children. It must enforce and assist in the maintenance of maritime law enforcement and security based on the applicable laws.
- Speaker's shark preservation bill gets OKPorcalla, Delon (Philippine Star Printing Co., Inc., 2019-02-06)Speaker Gloria Macapagal-Arroyo’s bill that calls for the preservation of sharks in the country and provides for their regulation was approved on third and final reading on Monday. A total of 174 lawmakers voted to approve House Bill 8926 (Shark Conservation Act) regulating the catching, sale, purchase, possession, transportation, importation and exportation of all sharks, rays and chimaeras in the country. The congresswoman from Pampanga said the measure aims to address the extinction of marine wildlife and achieve a balance between human needs and the integrity of the Philippine marine ecosystem.
- What lies beneath: exploring Benham Rise's unknown treasuresCinco, Maricar (Philippine Daily Inquirer, Inc., 2017-03-18)Benham Rise, the underwater landmass northeast of Luzon that the United Nations declared part of the Philippines’ continental shelf, has been grabbing headlines because of the presence of Chinese ships that may or may not have been given permission to do research in the area, according to conflicting claims by President Duterte, Defense chief Delfin Lorenzana, as well as Foreign Affairs officials. What remains undisputed, however, are the possible trove of mineral and gas deposits about 3,000 meters below the water’s surface that have yet to be discovered. Sometimes referred to as the Benham Plateau, the landmass, described to have a craggy or rough surface, is bigger than Luzon or almost half the size of the Philippine’s total land area. It extends eastward off the provinces of Aurora and Isabel, and the Bicol region, but has always been connected to Luzon’s landmass through the Bicol and Palanan saddles.

Rear Admiral Marc Dalton, speaking aboard the USS Ronald Reagan on Tuesday, said their presence and operations have and will continue to promote security and freedom in international waters. Dalton said the Ronald Reagan Strike Group is composed of the USS Ronald Reagan, the Carrier Air Wing 5, the Destroyer Squadron 15 and two other military ships. He said stability and security in the Indo-Pacific region for the past 70 years has benefited all countries in the area.
