Our fishermen should be free to go in and out as needed,” Jay Batongbacal of the University of the Philippines’ Institute for Maritime Affairs and Law of the Sea told the Inquirer.

The sea was calm when the fishermen sailed. But the typhoon unleashed violent winds that wrecked their motorized fishing boats. The fishermen drifted for days in the open sea until they were rescued. The risks taken by fishermen were an indication of how Philippine seas are running out of fish, said Asis Perez, director of the Bureau of Fisheries and Aquatic Resources (BFAR), during the national summit on participatory governance toward sustainable fisheries held last week in Pasay City.

(BusinessWorld Publishing Corporation, 2015-11-30)The City Agriculturist Office (CAO) is seeking a P3-million budget to strengthen the implementation of national and local fishery laws intended to protect marine and coastal resources. The project will involve closer coordination among the Barangay Fishery Law Enforcement Team, police-maritime group, the Philippine Coast Guard, Bureau of Fisheries and Aquatic Resources (BFAR) Region 11, the councils of the city’s coastal barangays, and the Barangay Fisheries and Aquatic Resources Management Councils. Rocelio T. Tabay, CAO assistant department head, said the project, which is part of the Fishery Resource Management Program, will help deter resource destruction and degradation. The Fisheries Code of the Philippines was amended in February through Republic Act 8550 while the city enforces its Comprehensive Fisheries Code passed in 2008.

When told that the UN-backed Permanent Court of Arbitration (PCA) in The Hague had ruled that the Panatag (Scarborough) Shoal was part of the Philippines, Daroca’s face lit up. “It’s good if that’s the case,” said Daroca, 44. He had stopped joining fishing trips to the shoal since January last year after their boat was driven away by the Chinese Coast Guard.

What remains undisputed, however, are the possible trove of mineral and gas deposits about 3,000 meters below the water’s surface that have yet to be discovered. Sometimes referred to as the Benham Plateau, the landmass, described to have a craggy or rough surface, is bigger than Luzon or almost half the size of the Philippine’s total land area. It extends eastward off the provinces of Aurora and Isabel, and the Bicol region, but has always been connected to Luzon’s landmass through the Bicol and Palanan saddles.

Rear Admiral Marc Dalton, speaking aboard the USS Ronald Reagan on Tuesday, said their presence and operations have and will continue to promote security and freedom in international waters. Dalton said the Ronald Reagan Strike Group is composed of the USS Ronald Reagan, the Carrier Air Wing 5, the Destroyer Squadron 15 and two other military ships. He said stability and security in the Indo-Pacific region for the past 70 years has benefited all countries in the area.
- Reef Alert(Philippine Daily Inquirer, Inc., 2016-10-09)There is no way attention will be directed at the crying urgency of protecting the coral reefs unless we belabor the issue and repeat ourselves. At the rate coral reefs are being destroyed by human activity or damaged by bleaching due to global warming, it won’t be long before these “colorful gardens under the sea where marine life thrives” die off, never to be appreciated by future generations. Indeed, though the Philippines is “the richest place on earth” in terms of biodiversity, according to scientist Wilfredo Licuanan, he has warned that because of climate change, “we can lose our corals in a matter of weeks, not years.”
