  • Yield estimates, catch, effort and fishery potential of the reef flat in Cape Bolinao, Philippines

    Catch, fishing effort and yield estimates of the Cape Bolinao reef flat fishery in Lingayen Gulf, Philippines are provided, based on data collected from May 1987 to April 1988. The dynamics of the dominant species, the rabbitfish Siganus fuscescens, suggest that such fisheries are capable of maintaining a high production in site of heavy fish in pressure. However, yield comparisons with those of other reef fisheries in the Indo-Pacific region, along with characteristics of the catch and the use of multiple gear types, suggest that current extraction rates should not be increased.
  • BFAR Administrative Circular No. 253: Series of 2014. Moratorium on the issuance of commercial fishing vessel and gear license and other clearances.

    This Administrative Order, consisting of 10 Sections, establishes the Moratorium on the issuance of Commercial Fishing Vessel and Gear Licence and Other Clearances. The moratorium shall be imposed for a period of 3 years after 6 months from the entry into force of this Circular. It shall apply to any commercial fishing vessel using all types of nets or gears whether in an active or passive manner. It shall cover the conversion of passenger or cargo vessels into fishing vessels as well as the issuance of construction clearance and importation of all types of commercial fishing vessels. It shall apply to owners of unregistered and unlicensed commercial fishing vessels and gears who fail to avail of the grace period provided in Section 4 hereof (with the exception of Danish Seiners). These owners are prohibited from transferring their vessel or gears by sale or otherwise to fishing companies, operators, partnerships or persons, particularly to those who were issued construction or import clearance. The moratorium shall not apply to the renewal of existing CFVGL, provided, that should there be an increase in the gross tonnage of the commercial fishing vessel subject of the application for renewal, the same should not exceed 250 gross tons, provided further that the gear registration is for the same previously registered gear or new fishing gear belonging to the same gear classification.
  • BFAR urged to lead fight vs HB 7853

    Environmental group Oceana, along with more than 1,100 fisherfolk groups across the country, urged Department of Agriculture (DA) and Bureau of Fisheries and Aquatic Resources (BFAR) to lead the opposition to House Bill 7853 that will allow commercial fishing operations in the country’s municipal waters. “We need to uphold the law and complete the implementation of reforms under the amended Fisheries Code,” the groups said in a joint statement that was sent to the author of the bill, Cebu Third District Rep. Pablo John Garcia, and members of the House of Representatives Committee on Aquaculture and Fisheries. “Instead of supporting the artisanal fisherfolk improve their capacity and efficiency in their fishing efforts that will improve their livelihood and rise above from hunger and malnutrition, they will open up the municipal water to commercial fishing operations. All the efforts to increase production in fisheries while improving the life and livelihood of municipal fisherfolk will lead to nothing,” they further said.
