Held in Tagaytay City through the invitation of the Bureau of Fisheries and Aquatic Resources (BFAR), the council acknowledged the ongoing efforts to combat IUU fishing and the progress made by SEAFDEC initiatives like the Regional Fishing Vessels Record (RFVR) Database, electronic ASEAN Catch Documentation Scheme (eACDS), and improved national capacities in port State measures (PSM).

Recognizing the power of product buyers and diners, non-profit organization Rare Philippines and Swiss-led seafood trading company Meliomar Inc. have joined forces to promote sustainably fished marine products from a community of small-scale fishers in Antique province among top-rated hotels and restaurants in Metro Manila. The idea is to get as many high-end establishments to buy fish, crustaceans and other marine products from communities where the fisherfolk use non-invasive fishing gear, catch non-endangered, adult-sized marine species, fish in the right areas (avoiding protected areas and marine sanctuaries) and follow proper handling/storage under traceability standards.

Abcede Jardinico, acting chairman of the Negros Occidental Small Fishers Association (NOSFA), said commercial fishing vessel operations, including “hulbot-hulbot”, greatly affected the livelihood of small fisherfolks. Section 18 of the Republic Act 8550 (Philippine Fisheries Code of 1998) states that “all fishery-related activities in municipal waters, as defined in this Code, shall be utilized by municipal fisherfolk and their cooperatives or organizations which are listed as such in the registry of municipal fisherfolk.”
