- DENR, PCSD begin case buildup vs 'traders' of Palawan giant clamsMayuga, Jonathan L. (Philippine Business Daily Mirror Publishing, Inc., 2021-05-16)The Department of Environment and Natural Resources (DENR) and the Philippine Council for Sustainable Development (PCSD) is now building a case against unscrupulous individuals behind the illegal trade of giant clams in Johnson Island and Green Island in Roxas, Palawan. The DENR said the illegal activity involving the harvest of some 300 pieces of giant clam shells in Johnson Island and 150 tons of giant clams in Green Island in March and April, respectively, constitute the crime of illegal wildlife trade. These are a violation of Republic Act (RA) 9147 or the Wildlife Resources Conservation and Protection Act of 2001.
- Oil spill detected in Manila BaySantos, Pat C. (Concept & Information Group, Inc., 2021-04-27)The Manila Department of Public Services (MDPS) called the attention of authorities regarding an oil spill in Manila Bay last Saturday. Kenneth Amurao, MDPS chief, reported to Manila Mayor Isko Moreno Domagoso over the weekend the findings of Team Mandaragat, the unit tasked to clean the bay. In the report, Amurao said while they were cleaning the bay area last Saturday, 24 April, they observed the presence of oil in the water and noticed a yellow stain on the seawall near the Manila Yacht Club.
- SC: No violation of mandamus in dolomite dumping on baySan Juan, Joel R. (Philippine Business Daily Mirror Publishing, Inc., 2020-11-20)The Supreme Court has junked the petition of the Akbayan Citizens’ Action Party seeking to intervene in the Manila Bay case, with a plea to cite the Department of Environment and Natural Resources (DENR) in contempt for dumping dolomite sand—said to be hazardous to health and the environment —on Manila Bay. In an En Banc resolution promulgated on November 17, 2020, the Court held that the case has been rendered final and executory and that its jurisdiction is limited only to the full implementation of the decision. Despite the dolomite sand controversy, the Court insisted that it has not found any violation of the continuing mandamus it issued more than 10 years ago mandating concerned government agencies to rehabilitate the Manila Bay.
- EMB awaits barge owner's reply to violation noticeAngelo, Francis Allan L. (Daily Guardian Multi-Media Services, Inc., 2020-07-15)The owner of the power barge which triggered an oil spill in lloilo Strait last July 3, 2020 has until tomorrow, July 16, 2020, to file its position paper on the notice of violation issued by the Department of Environment and Natural Resources-Environmental Management Bureau (DENR-EMB) 6. EMB-6 regional director Ramar Niel Pascua said in an interview with Aksyon Radyo-Iloilo that they will evaluate the reply of AC Energy Philippines to the notice to determine if the company has violations of the pertinent environment laws. To recall, EMB-6 issued a notice of violation to AC Energy on July 6 for violating Republic Act 9275 (Philippine Clean Water Act of 2004).
- Coast Guard sues firm for negligence over oil spill in IloiloBurgos, Nestor P. Jr. (Philippine Daily Inquirer, Inc., 2020-07-13)The Philippine Coast Guard (PCG) has filed a criminal complaint against the operator of a damaged power barge that spilled thousands of liters of bunker fuel into the waters of Iloilo and Guimaras Island. In a complaint filed at the Iloilo Provincial Prosecutor’s Office on Friday, the PCG accused AC Energy Philippines and its officials of violating Republic Act No. 8550 (Fisheries Code) for negligence that led to the oil spill which contaminated 88.8 hectares of mangroves and 27 coastal villages in Iloilo City, Dumangas town in Iloilo province and Guimaras Island. “Let this incident be a reminder to all industry stakeholders that even the slightest negligence can pose direct or indirect threat on the health and safety of the people, as well as living and nonliving aquatic resources,” Vice Adm. George Ursabia Jr., PCG commandant, said in the statement.
- Duterte creates Manila Bay Task ForceGeducos, Argyll B.; Unite, Betheena (Manila Bulletin Publishing Corporation, 2019-02-22)President Duterte has ordered the creation of the Manila Bay Task Force that will expedite the rehabilitation, restoration, and conservation of the coastal and marine ecosystem of the Manila Bay. In Administrative Order No. 16 signed by Executive Secretary Salvador Medialdea on February 19, the secretary of the Department of Environment and Natural Resources (DENR) was designated as chair of the Task Force. The secretaries of the Interior (DILG) and Tourism (DOT) departments will serve as vice-chairpersons. The DENR is tasked to strictly enforce the Philippine Clean Water Act on the conduct of containment, removal, and clean operations, and the exercise of supervision and control on all aspects of water quality management.
- NEDA: DU30 right to close Boracay: Army after ‘minor incidents’ – commanderSornito, Ime (Panay News, Inc., 2018-04-22)The government was right to temporarily close off Boracay to tourists, according to the National Economic and Development Authority (NEDA). President Rodrigo Duterte ordered the shutdown of the island resort to pave the way for rehabilitation. He approved the recommendation of the Interior, Tourism and Environment departments to close Boracay for six months starting April 26.
- Managing protected areas through PPPMayuga, Jonathan (Philippine Business Daily Mirror Publishing, Inc., 2018-05-20)The Department of Environment and Natural Resources (DENR) is ready to accept applications for Special-Use Agreement in Protected Areas (Sapa) after Environment Secretary Roy A. Cimatu recently announced the lifting of the moratorium that stopped the awarding of tenurial instruments in protected areas. The scheme was suspended in 2011 by then-Environment Secretary Ramon J. P. Paje, according to DENR officials, because it failed to generate revenue and improve protected area management. A protected area, under Republic Act 7586, or the National Integrated Protected Areas System (Nipas) Act, is defined as “identified portions of land and water set aside by reason of their unique physical and biological significance, managed to enhance biological diversity and protected against destructive human exploitation.”
- Ban on Danish Seine fishing method strengthenedGomez, Eireene Jairee (The Manila Times Publishing Corporation, 2018-07-13)The nationwide ban on the use of the fishing device Danish Seine (hulbot-hulbot) that destroys marine habitats has been strengthened after the Department of Agriculture (DA) approved an order declaring mere possession of the material as a prime evidence for violation, the Bureau of Fisheries and Aquatic Resources (BFAR) said on Monday. In a statement, BFAR said Agriculture Secretary Emmanuel Piñol signed the agency’s update to Fisheries Administrative Order (FAO) No. 246 in accordance with Republic Act (RA) 10654 on the banning of the operation of Danish Seine and Modified Danish Seine in Philippine waters. RA 10564 outlaws certain fishing methods deemed harmful to marine ecosystems.
