    DA, FAO explore strategies to boost agri-fishery sector

    The Department of Agriculture (DA) and the Food and Agriculture Organization of the United Nations (FAO) discussed how the Philippine agri-fishery sector could improve food security and the economy. During the bilateral meeting in Colombo, Sri Lanka, DA Secretary Francisco P. Tiu Laurel, Jr. and FAO Director Quo Dongyu shared that one of the Philippines’ main agenda is to strengthen the agri-food systems and focus on the aquaculture sector.

    Fisheries expert bucks BFAR conversion into staff bureau

    The fisheries sector will once again join the non-performing assets of the government if the Department of Agriculture will include the Bureau of Fisheries and Aquatic Resources (BFAR) in its rationalization or "rat" plan, according to Wilfredo Yap, an aquaculture technical consultant of ADB-assisted aquaculture development technical assistance project. Yap, a former FAO expert and research head of the Southeast Asian Fisheries Development Center or SEAFDEC, said that from 1987 to 1998 the average annual growth rate of aquaculture by volume of production dropped to only 5.4 percent, from 13.3 percent during the previous 10-year period (1977 to 1986) and capture fisheries to only one percent from the previous 2.8 percent. "The rationalization plan is supposed to eliminate duplication of functions inherent in the present commodity approach of the DA organization. In reality, fisheries cannot and should not be considered a mere commodity like rice, corn, coconut and sugarcane," he pointed out.

    Half of Agri department's fish landing, cold storage projects due after 2016

    More small fish landing centers and cold storage facilities are being planned by the Department of Agriculture (DA) after the 252 lined up this year until 2016. Asis G. Perez, director of the DA’s Bureau of Fisheries and Aquatic Resources ( BFAR), said the agency has a target of 500 of these post-harvest structures nationwide. “Connectivity or enabling the fishers to directly deal with the market is our priority. We have funds for these projects. The 252 landings are funded by the 2015 and 2016 budget,” said Mr. Perez during a news conference at last week’s Asia- Pacific Economic Cooperation (APEC) Forum on Food Security and the Blue Economy.

    Davao plans for stronger fishery law enforcement

    The City Agriculturist Office (CAO) is seeking a P3-million budget to strengthen the implementation of national and local fishery laws intended to protect marine and coastal resources. The project will involve closer coordination among the Barangay Fishery Law Enforcement Team, police-maritime group, the Philippine Coast Guard, Bureau of Fisheries and Aquatic Resources (BFAR) Region 11, the councils of the city’s coastal barangays, and the Barangay Fisheries and Aquatic Resources Management Councils. Rocelio T. Tabay, CAO assistant department head, said the project, which is part of the Fishery Resource Management Program, will help deter resource destruction and degradation. The Fisheries Code of the Philippines was amended in February through Republic Act 8550 while the city enforces its Comprehensive Fisheries Code passed in 2008.
