    Chinese ships could also be dumping human wastes in other parts of the South China Sea claimed by the Philippines, US-based geospatial imagery firm Simularity, Inc. said on Thursday. Simularity’s earlier report showing swarms of Chinese ships anchored in Philippine-claimed areas in the South China Sea dumping human waste only covered Union Banks, founder and Chief Executive Officer Liz Derr told a virtual forum hosted by the Foreign Correspondents Association of the Philippines. “That was just for the 236 ships that we saw in Union Banks in June,” she said. “There are actually more ships in the Spratlys that I did not count, the ones in Gaven or Thitu.”

    Go after other illegal Chinese dredgers, gov't urged

    The government should look for and investigate other Chinese dredging vessels operating illegally in Philippine waters following the seizure of the 2,340-ton MV Zhonhai 68 off Bataan and Bulacan provinces by authorities last week for “illegal and unauthorized presence” in the country. Bayan Muna chair Neri Colmenares said he took photos of the dredger, which was with another Chinese vessel, while filming a documentary in Zambales province in February 2019.

    SC: No violation of mandamus in dolomite dumping on bay

    The Supreme Court has junked the petition of the Akbayan Citizens’ Action Party seeking to intervene in the Manila Bay case, with a plea to cite the Department of Environment and Natural Resources (DENR) in contempt for dumping dolomite sand—said to be hazardous to health and the environment —on Manila Bay. In an En Banc resolution promulgated on November 17, 2020, the Court held that the case has been rendered final and executory and that its jurisdiction is limited only to the full implementation of the decision. Despite the dolomite sand controversy, the Court insisted that it has not found any violation of the continuing mandamus it issued more than 10 years ago mandating concerned government agencies to rehabilitate the Manila Bay.

    Coast Guard sues firm for negligence over oil spill in Iloilo

    The Philippine Coast Guard (PCG) has filed a criminal complaint against the operator of a damaged power barge that spilled thousands of liters of bunker fuel into the waters of Iloilo and Guimaras Island. In a complaint filed at the Iloilo Provincial Prosecutor’s Office on Friday, the PCG accused AC Energy Philippines and its officials of violating Republic Act No. 8550 (Fisheries Code) for negligence that led to the oil spill which contaminated 88.8 hectares of mangroves and 27 coastal villages in Iloilo City, Dumangas town in Iloilo province and Guimaras Island. “Let this incident be a reminder to all industry stakeholders that even the slightest negligence can pose direct or indirect threat on the health and safety of the people, as well as living and nonliving aquatic resources,” Vice Adm. George Ursabia Jr., PCG commandant, said in the statement.

    The Manila Bay crisis

    The recent photos taken of Manila Bay showed the beautiful sunset and happy people strolling by the bay and a few even bold enough to take a dip in the seemingly clean waters. But the real clean up hasn’t even started. Let’s not get too excited over this initial feat. There’s still a lot of work to be done. Remember Manila Bay waters is worst than Boracay.

    Duterte creates Manila Bay Task Force

    President Duterte has ordered the creation of the Manila Bay Task Force that will expedite the rehabilitation, restoration, and conservation of the coastal and marine ecosystem of the Manila Bay. In Administrative Order No. 16 signed by Executive Secretary Salvador Medialdea on February 19, the secretary of the Department of Environment and Natural Resources (DENR) was designated as chair of the Task Force. The secretaries of the Interior (DILG) and Tourism (DOT) departments will serve as vice-chairpersons. The DENR is tasked to strictly enforce the Philippine Clean Water Act on the conduct of containment, removal, and clean operations, and the exercise of supervision and control on all aspects of water quality management.

    P.6 M sought for Albay coral reef damage

    The city government here has asked the owner of a cargo vessel that ran aground and destroyed around 200 square meters of coral reef in Albay Gulf to pay P665,000 in damages. Mayor Noel Rosal said the captain of MV Jerly Lily gave assurance yesterday that they would pay the amount. Rosal said the cargo vessel was loaded with copra when it ran aground in Pasig Reef off Barangay Arimbay.

    US pays P87m for Tubbataha reef damage

    The Philippine government has received P87.03 million from the US government as payment for the damage caused by a US Navy minesweeper that ran aground on a protected coral reef two years ago, the Department of Foreign Affairs said Wednesday. The minesweeper USS Guardian ran aground and caused damage to the Tubbataha Reef, a World Heritage Site in Palawan, in 2013. “The compensation will be utilized for the protection and rehabilitation of Tubbataha Reef Natural Park, a UNESCO World Heritage site. Portions of the fund will also be used to further enhance capability to monitor the area and prevent similar incidents in the future,” the DFA said in a statement.

    What lies beneath: exploring Benham Rise's unknown treasures

    Benham Rise, the underwater landmass northeast of Luzon that the United Nations declared part of the Philippines’ continental shelf, has been grabbing headlines because of the presence of Chinese ships that may or may not have been given permission to do research in the area, according to conflicting claims by President Duterte, Defense chief Delfin Lorenzana, as well as Foreign Affairs officials. What remains undisputed, however, are the possible trove of mineral and gas deposits about 3,000 meters below the water’s surface that have yet to be discovered. Sometimes referred to as the Benham Plateau, the landmass, described to have a craggy or rough surface, is bigger than Luzon or almost half the size of the Philippine’s total land area. It extends eastward off the provinces of Aurora and Isabel, and the Bicol region, but has always been connected to Luzon’s landmass through the Bicol and Palanan saddles.

    Enforcement boosted to protect Visayan Sea
