    Zambales folk: Sino boats depleting our fish catch

    Fishermen on Friday said at least 20 Chinese vessels have been anchored about 111 kilometers off San Antonio town in Zambales province since January and they blamed the mysterious nocturnal activities of the ships for their dwindling catch. “When we’re fishing at night, we could hear a loud sound underneath the waters near the area where these foreign ships are staying. They are disturbing our fishing ground,” said Jefrey Melchor, one of the fishermen who complained about the diminishing amount of fish and squid they were able to haul in daily.

    PHL won't accept WTO fisheries deal without an 'IUUF' provision

    Manila maintains its stance to refuse supporting any fisheries subsidies deal at the World Trade Organization (WTO) that excludes a provision on “illegal, unreported and unregulated fishing, or IUUF, infringements” in disputed waters. The Philippines had earlier proposed a new mechanism that would allow WTO member-countries to determine IUUF infringements in waters being claimed by two or more nations. But several countries, including China, which claims jurisdiction over the West Philippine Sea, opposed the proposal. Beijing argues that IUUF determination in disputed waters is not within the purview of the WTO.

    BFAR orders vessel tracking systems for all commercial fishing boats

    The Department of Agriculture (DA), through the Bureau of Fisheries and Aquatic Resources (BFAR), said all commercial fishing vessels are subject to government tracking and must have vessel monitoring measures (VMM) and electronic reporting systems (ERS). In Administrative Order 260, series of 2018, the BFAR said all Philippine-flagged vessels allowed to operate in the high seas and those with access rights to fish in other countries’ exclusive economic zones should be VMM and ERS-compliant. VMM logs the vessel’s position, course, and speed at any given time for the purpose of traceability and management of fisheries resources and fishing effort.

    Fewer fishers going to Panatag

    Fewer fishermen from the province of Zambales dare venture out into Panatag (Scarborough) Shoal, which is now being guarded by Chinese Coast Guard vessels, for fear that tension over conflicting territorial claims in the area could flare up again. The fishermen were staying away from the shoal, a rich fishing ground, despite improved relationships with China ushered in by the Duterte administration’s policy to put aside territorial disputes with China in its bid to distance itself from the United States, a longtime Philippine ally, and cozy up to the Asian giant.
