Vision

Within the next five years, the city aims to ensure that every child is in school, that every family includes one or more tertiary education graduates, and that at least two members of each family are gainfully employed. Objectives include achieving functional literacy, technical competence and good citizenship, as well as ensuring gender-sensitive, non-violent and inclusive education environments. As a member of UNESCO GNLC, the city’s priority areas include the establishment of a City Virtual Public Library for 24/7 access to digital resources and Barangay Learning Hubs to promote localized learning.

Policies, plan and implementation

  • Sustainability and health
  • Legazpi has a comprehensive Local Investment Plan for Health. The plan includes various educational programmes such as Buntis/BunTeen Congress and Mental Health Awareness Advocacy. These programmes are implemented in partnership with various stakeholders, including national agencies and civil society organizations.
  • Equity and inclusion
  • The city’s Special Education Fund allocates resources for public education, including day care and pre-school programmes. The Legazpi Youth Development Office offers seminars and skills training on health education, road safety and career placement, ensuring inclusive learning opportunities for citizens.
  • Decent work and entrepreneurship
  • Through partnerships with civil society organizations and national government agencies, the city offers entrepreneurial and skills training for young people who are not in education or employment. Special programmes for student employment are also in place, aiming to provide temporary jobs for less privileged but deserving students. These initiatives aim to create livelihood opportunities and enable continuing education for various community members.
